AI is already shaping decisions across instruction, operations, and student services.

In many institutions, those decisions cannot be fully traced at the leadership level. Responsibility is distributed, escalation is informal, and the basis for decision-making is not consistently visible.

This is a question of governance visibility.

Where decision pathways are not clear, accountability cannot be exercised with precision. Where accountability is not explicit, institutional positions are difficult to sustain under scrutiny.

These are structural conditions. They do not resolve through policy alone.
